1993 mazda miata has new battery and starter, lights and radio work well but engine not turn over at all, not a click, a groan or a buzz. headlights do not dim when turning ignition on to start motor

No crank at all/nothing/nada:

Could be a blown fusible link, the starter, starter relay, clutch switch and ignition switch assuming the battery and connections are good. Note:If it doesn't apply disregard.
