My car has started idling really low and sputtering like it's going to stall - and the exhaust smells like sulfur/rotten eggs. Any idea what the problem could be?

Could be catalytic converter and /or O2 sensor causing a rich condition. Check engine light on?

Yes, the check engine light has been on for a while - had a problem a few months ago and diagnostic was run on it. They said the only other problem that showed on it was something that would affect the car maintaining speed on the highway (car feels like it's surging every once in a while), but I've had that problem since I bought the car in 03 and it's more annoying than anything. So the check engine light has been on since then and I ignored it because I thought it was that same problem until now.

Thanks for the info! Are either of those two things really expensive?

I finallly got it to Auto Zone and it came up with P0400 and P0300. They weren't much help there because they said the P0400 could be a lot of things. Also said the P0300 is probably just a spark plug. Do you have any more information about either? Where do I start?

P0300 is random missfire most common cause is Crankshaft Position Sensor.
P0400 EGR Flow Malfunction which can be several things causing code.
Short of replacing parts you will need to take to shop and have car diagonosed and repaired.
