1997 Mazda 626 no dash or running lights

Car keeps blowing 15 amp fuse which controls dash lights and running lights. Head lights blinkers an brake lights are still working. I have pulled every lite and checked but found nothing. ANY ideas as to what i should check next.

check all the wires that feed the running lights there should be a "short to ground wire" somewhere.
