Brake master cylinder bench bleed?

bought a used Toyota master cylinder. when bench bleeding only one of the lines will work. I got all air out of that one but nothing from other? please help.

It sounds like the brake master cylinder is bad, but I need to ask, there are two stages inside the master did you push through both stages? Here is a video and guide to help us see what's going on:
