M28 fuse in TIPM always shorts when power is applied?

I don't know if I have short in the TIPM or on somewhere along the wire. I disconnected the connector to the ECM and it still short. So, I am assuming it's before that. Any ideas how to test if it's a shorted wire or a TIPM.

It looks like the fuse #m38 goes directly to the PCM see the images below so I would say the TIPM is going out which is common. Here are the instructions to change it out which is easy to do because to self learns. Check out the images (below). Please let us know if you need anything else to get the problem fixed.

Just one quick question, the fuse is actually m28, my mistake, but you are right it does power the PCM. This morning I pulled out the TIPM and disconnected the connector which powers the PCM. Hooked up the battery and the fuse did not blow, reconnected the connector and blew right away. If the TIPM was bad wouldn't the fuse blow even if the connector was disconnected? Also, I saw an earlier post about disconnecting the Alternator, tried that, but did not work. Thank you

It depends on which connector you are talking about? All of the connectors at the TIPM? Fuse M28 goes to the PCM, I would disconnect the ignition coils and see if the fuse blows. You have a shorted coil/fuel injector or oxygen sensors. Let's start with the coils. Please let me know.
