Low power to fuses in fuse box?

Hi, I am getting low power to fuses F6, F9, F10, F11, F12. Which is causing my car to run rough and getting fuel pressure regulator codes and evap codes. How can I diagnose and fix this?

I would replace the engine compartment power supply relay, here is the location. Check out the images (below). Please let us know if you need anything else to get the problem fixed.
