Low hum whining sound coming from the front end?

I don't hear it when i am driving sometimes at idle and all the time when i am turning the wheel both right and left. Known, a bad steering column with lots of play. Fluids are good. I have replaced the steering fluid pump, serpentine belt, and spark plugs. I can do the basics but i don't have a place to work on it and leave it undone so i have not attempted to get under and go through what might be causing it. If i could narrow it down and feel that i could tackle it i would like to do it myself. I just need to know where to start looking.
