Low beam headlights will not work

I changed one bulb to new bulb, exact replacement, but headlights still will not work. Fuse looks good. Any ideas?

check fuses with a tester under hood if good then check grounds on left and right inner fenders. also, check headlight relay under hood switch with a known good relay to test. then check combination switch on steering column see if power goes in and out from headlight switch. see picture.
