Loud whining noise and parking lights do not turn off?

The vehicle listed above is a 3500. It started making a whining noise from under the steering wheel even when the car was off, and the parking lights won't go off. I accidentally hit flashers and the noise stopped and flashers worked, and parking lights went off.

Update,
Now there was smoke coming from instrument cluster and noise went away but blinkers, turn signals don't light up when turned on. The cruise control stopped working also. Does anyone have any ideas please?

Update,

The fact that smoke is coming from the instrument cluster I would disconnect the battery and replace the cluster and install a rebuilt unit which you can get by searching Google or eBay. Here is a video of the job being done on a similar car with instructions in the images below for your car. Also, you should run the codes by doing a CAN scan which is easy check out this guide:
