Lose of wheel rotation with new brake shoes & Drums

I installed new replacement brakes shoes, drums and a spring kit on my 98 Ford Windstar. Everything appears to be installed in its proper place but... when I add the wheel and snug the lug-nuts the last half turn, before I torque them, I lose rotation. I loosen the nuts half a turn and rotation resumes. I can't find the bind. I tried putting washers behind the drum to raise the clearance but it did not work. I tried two washers, no good. I tried old drum, still no rotation with lug-nuts snug. I have the correct replacement shoes and drums.
