1993 Lincoln Town Car

I have a 1993 lincoln town car and the fuel gauge is not responding properly. It seems to be all over the place and not giving the proper reading. what could be causing this? I also have a 1994 lincoln TC if it is the sending unit could I use the one off the 94?
