Electrical problem
1990 Lincoln Town Car V8 Automatic 225000 miles

Hello, I have a 1990 Lincoln Town Car with a new fuel pump, filter, etc. My fuel pump is not kicking on and has been checked. I ran a diagnostic on the car and got a code 95 for fuel pump secondary circuit failure from eca to ground. What is this and how can I fix it? I put in a new fuel relay today and nothing.

I also checked that and it is good. I am at a loss...any change my ignition module or anything like that could have anything to do with it?
