Blowing fuses immediately

I have a 1998 Lincoln Mark 8, 4.6 liter, with 42,000 miles. Any idea as to why the tail and brake light fuses blow as soon as they are replaced?

The power is shorted somewhere. Need to check the wiring going back to the lights.
