i changed the power steering pump and the rackenpinion alse the solenoid and the steering still hard and the steering still hard

STEERING IS VERY DIFFICULT
1.Start engine. Check for power steering pump leaks. Perform power steering pump tests.
If pump is okay, go to next step. If pump fails
test, replace pump. Recheck system operation.
2.Visually check steering linkage while assistant rotates steering wheel from stop to stop (!!!! very common to fail )
. If linkage moves smoothly from stop to stop, go to next step. If linkage does not move smoothly, replace damaged linkage components. Recheck system operation.
3.Check ball joints for worn surfaces. If ball joints are okay, go to next step. If ball joints are worn, replace ball joints. Recheck system operation.
4.Visually check steering gear while assistant rotates steering wheel from stop to stop. Check gear mounting for looseness. If gear is okay, and condition still exists, If gear is loose, retighten and/or replace steering gear. Recheck system operation.
