Lights

Lights were working fine until me and friend went and pulled a few fuses out to look at them to see if they were okay the vehicle was off. We put them back and now when I pull the light switch when the vehicle is on the one fog light doesn't come on neither does the cluster lights. We think it could be the fact we didn't push the fuses in all the way, but the high beam and the fog light comes on when i pull the high beam switch what else could we check that would cause this problem? (low beams don't come at all.)
