The rear liftgate will not open?

the rear liftgate will not open, I suspect the cable from the handle to the latch. I can see the latch through the small access hole in the inside panel and have tried pushing it up and down. How do I get it to pop?

I've attached a rear liftgate latch wiring diagram as well as how to remove the liftgate latch-actuator which you may be having a problem with. Hope this helps and thanks for using 2CarPros.
