license plate lights no working

The fuse is good, bulbs good. I used a light tester on the socket it has power but does not light them up. it's connected to a center panel on the trunk and none of the lights on the center panel work and that includes the reverse lights.

This could be a problem with Ground 402. In the diagrams down below I have included a wiring diagram of the license plate lamps and a guide on how to inspect vehicle grounds. Please go through these guides and get back to us with what you are able to find out.
