1999 Lexus RX 300 Engine Light-is out, nd to replace bulb

I went to get RX300 inspected, passed except the engine light (at start up) is out. Failed for not coming on and going out after a few seconds. How do i get to this bulb, is it harder than it looks? Please help.

Take out the screws in the dashboard around the instrument panel. The instrument panel comes out as one piece, all light bulbs are acessed by the rear of the panel. Quick and easy.
