Oxygen Sensor Heater - Bank 2

Lexus GS300 - 2000 - 70,000 Miles.
I get a error code PO061 - Oxygen sensor Bank 2 -heater. I have changed out the oxygen sensor twice and still get the check engine light. My ohmmeter says the heater is good - 16 ohms. I am stumped. How do I check the power to heater, and what circuit is it fed from? HELP!

Bank 2, sensor ....1 or 2? then one before the converter or after?

In my GS300 year 1995 I get a fault code 28 which means "Front Right HO2S Heated Oxygen Sensor/heater/ECU circuit 2 bank 2". I dont' know where the sensor is situated and how does it look like.
I am wondering if someone can help me in my problem.
