Overheating Lexus ES300

I have a 96 ES300 with 167,000 miles. We have replaced the thermostat, hydraulic fan clutch and water pump. The temperature needle rises very close to overheating but it does not leak any fluids or smokes. It will cool down if I am on open road and sometimes if I turn the heat on. Please help me. :(

Are the cooling fans working correct? If so the candidate is probably the radiator. Many people don't change the coolant and the rad become clloged with unsightly residue
