1991 Lexus ES 250 overheating

I test drove it, sounded good ran good, on the way home it blew a heater hose. I noticed water was dirty and rusty, so I bought a new thermostat, new radiator, flushed block with water hose untill water looked clean, put new parts on along with a new manuel temp guage. No leaks great drove it down the road it heated up to 195 with a 180 thermostat, going down hill it cools to 175 or 180 going up hill it starts heating up, so I parked it in the driveway and just idleing it heats to 195 both electric fans come on for 25 seconds and go off for 25 seconds over and over but stays at 195. Can anyone help!!!!

195 is perfectly fine, your engine is not overheating..
