1991 Lexus ES 250 How much to replace steering rack, estima

I had my car repaired, it would not turn left, made
a sound like something was broke, mechanic
told me it was steering rack and they welded it,
2 months later it is doing the same thing,
can I get the steering rack replaced, if so about how much would this cost. I do not wanted to get
a false repair again, the first repair I was charged
one thousand dollars. The place i had the
warranty from left and none of the same
people were there when I went back, if you could
