Kia Sportage blower motor remains on after removing key from the ignition

First of all the wiring harness was damaged melted and the blower motor was burned out. After replacing the harness and blower motor I noticed that the blower motor stayed on after I removed key from the ignition. I tried to disconnect the resistor yet it remained on. I also removed the two relays one at a time but it remained on. I believe this is the reason it went bad in the first place and I am baffled why it stays on even if I remove the relays ( one is an a/c fan relay).

My info shows a 4 cylinder. I use a US database. If you pull heater fuse that should kill the blower motor. The resistor and blower switch is on the ground side of blower motor. The blue wire at blower motor is voltage. the blower fuse circuit only goes hot when the key is on.

The two things I can think of is, something wrong with ignition switch or the blue wire is shorted to voltage. If no voltage the blower motor can't do anything.
