Engine Cooling problem

I have a small puddle of a greenish fluid suddenly leaking from underneath my car - is this radiator fluid?
Also, sometimes the cooling fan continues to run after the car is turned off and it continues until the battery is drained. I replaced the relay switch but it still continues to happen randomly. It seems to be connected to how I turn the car off - say if I turn it off too quickly and pull the key out fast.
