1999 Kia Sephia car will not start

I just replace the battery with a new one. the car started for awhile and now it won't start. when i turn the key, the dash lights come on but when i try to start the car all the dash lights go out and nothing happens, no sound at all. Sometimes itry to start the car and no panel lights show up, but if i wait a day or two the panel lights reappear
