How can i tell if my wifes car needs a california catalytic converter as far as i know this car has always been in phoenix az i looked under the hood and it has OBD II certified confirms with nlev applicable gasoline fuels 2001 and meets requirements applicable to california fueled gasoline 2001 vehicles. Does this statement mean the catalytic converter needs to be replaced witha converter? Also if i replace it with a universal cat will it cause any damage? could you please help me with this question?

It has to meet the california EPA emission standards. You might want to call there and find out exactly what's needed to conform with there standards
