While driving all of the dash lights come and head lights flicker. Car feels like it is losing power and speedometer sticks

While driving all the dash lights come on (air bag, brakes, battery, all of them). When this happens the headlights flicker, the breaks act strange, the car feels like its losing power, and the speedometer sticks. This will last for a few minutes to thirty seconds and keeps happening while driving. The check engine light is on and says it is a vacuum leak. I am not sure if that could be the problem or not. I have had the battery and alternator tested at auto zone and they were good. I have no idea what the problem is. Can someone please help me diagnose this?
