key will not turn and tires locked

I tried to wiggle both but won't unlock. once we do get it unlocked it happens again when we try to start it again.

Check fuses under the hood. There is an ignition fuse that may have blown. See the attached pic.

Next, confirm there are no other fuses blown. Here is a link you may find helpful:
