Key stuck in Ignition only releases when battery drains?

I took my vehicle I to the place where I bought it and the charged me $545.00 to replace the ignition key cylinder and the DAD Lock cylinder then it says that they removed the ignition key cylinder and verified the ignition switch moves full sweep cylinder being rebuilt , the keys It came it’s will not start my Vehicle but they do unlock the dirt? I noticed today that it’s my old key I am using so I am just wondering why I was charged $159.95 for a key that won’t even start my car?
