Key Relearn I went through the whole process still not working?

I replaced the ECM and was given instructions on how to do the key relearn. The key was already stuck in the ignition so after the new ECM was installed, I turned the key to the on position and waited the 10 minutes for the light to go off, but the light never went off. I waited for about 20 minutes and nothing happened, so I turned the key to off and waited 5 seconds and turned it back to the on position and again the light didn't go off. I went through the whole process but the relearn didn't work. Now the fuel pump doesn't come on when I turn the key. I thought it could've been the battery at first but now I don't know what it is. Is there a way to start over? Or does anyone know how I can fix this?
