99 TJ Engine Hard to Start Hot or Cold

I have a '99 Wrangler TJ with 75,000, a 4.0L engine, Manual Trans. It has been hard to start the last two months and seems to be getting worse. It will crank over and usually after about 4-5 seconds it wil start or I have to let off and start cranking again and it will start. It used to start as soon as you turned the key. I have put new spark plugs, plug wires, dist cap and rotor, and I am still having the problem. I would appreciate any help on this problem. I do not want to take it to the dealer. Also, my check engine light is not coming on. Thank you for any help.

Check the fuel pressure this will tell you something about the fuel pump and FPR.
