2000 Jeep Wrangler Do I need new front pads?

Hi
rule is wear down to 3/32 but for me 1/4 is time reason is reduces heat build up in rotor because pad is so thin can't disapate. Do it now sand rotors and your good wait and there maybe rotor damage. $40 lot chaper than $125 a rotor
