1999 Jeep Wrangler 4.0 idling high and squeeling

I have a 1999 Jeep Wrangler with 75,000 miles. We have been running into some problems with it and need some advice. First off, we changed the crank sensor, plugs, wires, cap and rotor, battery, starter and the switch in the distributer and finally fixed the problem of the Jeep stalling and not starting. After all of this it still idles high, sputters and is now making a high pitched squeel. We decided to replace the serpentine belt because it couldn't hurt anyway with the milage and are having problems getting the belt back on. We loosened the tensioner and even took the wheel off that holds the tensioner and still nothing. I double checked that we got the right belt for it and we are correct there so I am perplexed. Any suggestions that you can offer would be greatly appreciated.

Could be throttle position sensor or idle air control valve ( stepper motor)
