OKAY THE HORN DID NOT WORK OKAY SO WENT AND GOT A FUSE.OKAY SO TRYED TO PUT IT IN BUT HORN STAYS ON.SO WHT DOES THIS MEAN

Try replacing the horn relay (under the hood). If that doesn't work, the problem most likely in the steering wheel.
