1995 Jeep Wrangler High idle speed problem

Dear sir, when i start my Jeep in the morning, the idling speed began from 1500rpm, holds for a while and drops from there until 850rpm. However, when the engine has heated up to operating temperature and I restart the engine, it still begins with 1500rpm, holds for a while and drop slowly from there. When i step on the accelerator and release it, the idling goes up to 1300rpm, holds for a while (5sec) and drops slowly from there. When I drive the car, shifitng the gear from 1st to 2nd gear, 2nd to 3rd gear ... everytime i shift the gear the rpm would go back to 1500rpm (with a/c on or slightly lower without a/c), holds for a while and drops slowly from there. This makes the car difficult to drive because of the high engine speed during gear shift.

I have changed these sensors: Throttle position sension, Idle speed stepper motor, temperature sensor (near the themostat), air temperature sensor in the intake manifold, check all connection wire and vaccum hosts. I have disconnected the battery after fixing the new parts to reset the computer. The problem still exists. There is no specialize Jeep workshop here.

after it warms up and the idle comes down unplug the IAC module, and drive it, does that remedy it?
