1995 Jeep Wrangler Brake pedal pressure

Brakes problem
1995 Jeep Wrangler 4 cyl Four Wheel Drive Automatic

Cannot get brake pedal pressure to build up.
Left front brake was locking up, pulled left front wheel and caliper pads were down almost to rivets piston boot was cracked piston acted tight was going to rebuild but parts store man said cheaper to replace I bought new brake pads and rebuilt calipers installed pads and calipers.
When I went to bleed the system I could hear what sounded like air being pumped I bled all air out of system, brake pedal goes to floor.
Thought it might be brake booster because it sounded like air being pumped through the booster.
Stepson went to parts store its his Jeep partsman said wasn't booster but the master cylinder and cheaper than a booster, so he bought it I installed it bled system with a hose and clear plastic bottle and still no pedal pressure. Any ideas ? Thanks

booster has nothign to do with a soft pedal if anything the booster would be harder to push down the pedal. will pressure build with vehicle off?
