2000 Other Jeep Models Steering wheel noise

Hi, this is a Grand Cherokee we bought when it was 9-months old and had 17k miles. Problem is a "moaning" noise from the steering column sometimes when it is turned when stopped or at low speed. Is infrequent and has occured since purchase. Took to dealer once and he couldn't make it make noise so nothing he could do. Sounds like something is rubbing and am sure it doesn't come from under the hood. New drive belt and power steering pump filled properly and works flawlessly. Any ideas would be welcome. IF this is just happening on right turns, there is a tsb on that that involves replacing some hoses.


Try to bleed it:
Warm engine, shut it off,check fluid and top.
raise front wheels. Slowly make full turns to the left and to the right. At the end of the stops, hold for a second at the full turn position, but not more. Do the full turns 10 times. and recheck fluid.
