1999 Other Jeep Models cranking the car

I have a 1999 Jeep Grand Cherokee. When I try to crank the vehicle, it won't start until I let off the switch and try again. It works fine then. I had it looked at and was told that I need a fuel pump. Does this sound correct? I have been getting estimates that are all over the board from $300 to $600.
