Electrical problem

I am rebuilding the electrical system with Painless wireharness. Currently, this is a ground up restoration on a 1975 CJ5. There is no body yet, so I am using temporary wiring to start the AMC360. I cannot get the starter to turn over. If I bypass the solenoid by jumping the two large terminals on the solenoid the starter will turn over. I have tried 2 new solenoids and nothing changes.
