jumps under low rpm/ missing under low rpm

2002 jeep liberty mileage 64,000
it jumps under low rpm , need to shift to down to get rpm up then shift up . goes or ok when at even rpm. is this the fuel filter, or what .

Do a CSI on the throttle position,IACV/MAP sensor.
