Brakes problem

My Jeep Laredo is having problems with the parking brake and 4wd. First of all, anytime I park it on an uphill incline (driveway, parking lot etc.) it will slowly roll backward even though I have the parking brake engaged.
Second, I am not sure if the 4wd is working and maybe if it's related to the above problem. I have noticed that when I try to drive in the snow, it has very poor traction and gets stuck in only a few inches. When the accelerator is pushed only the back wheels will spin even though it's 4wd. Any ideas?
