1994 Jeep Laredo Hearing Whining Noise why turning

I keep Hearing Whining noises when I make left,right turns. The wheel is quite stiff.

Also what fluid goes in the recepticle opposite the windshield wiper in the engine. It is the recepticle on the passenger side.
