Whining sound

I have a 1999 Jeep Cherokee with 32,000miles. After I start the car and step on the gas there is a loud whining sound. This disappears after about 10-30 seconds. It does not recur when the engine is warm. I believe that a belt was replace recently to address this issue but it has returned.
Any suggestions or further questions?

Sounds like the belt tensioner is getting weak, This a spring loaded pulley that will automatically keep tension on the belt.
