2000 Jeep Cherokee low compression

check engine light came on, took to dealer and was told #5 cylinder has 100 compression, other 7 cylinders are 135-140
valve cover removed and wet compression test completed to identify if upper or lower cylinder issue
compression stayed at 100 meaning top cylinder issue and was diagnosed with burnt intake valve.
Dealers wants to put complete new head.
Is this correct?
Why can't new valve be reseated in same head?

depends on how bad it is, you can use the same valve and same head if they are not too bad. you could also run it and it could reseat itself and work probperly again.
