1999 Jeep Cherokee Engine starts but without any power

Engine starts, but it has no much power, I can only drive at 5 mph. I accelerate but it doesn't respond. Then I turn off the engine, restart and no problems at all, totally normal, I can drive as far I want.

I recently changed the air filter.


Any ideas?

have it scanned for codes
that will help to pin point the troubled area
