1998 Jeep Cherokee Starting

When it is cold, first start of the morning, it acts like a dead battery and will not turn over. After jumping it, it will start and after it warms up it starts just fine. Battery and Charging system have been checked and are ok. I have hooked up a starter button from the hot wire to the starting wire on the starter for the first start till it warms up. Where do I go to correct the problem.

Test the starter relay if okay could be coming from the ignition switch
