CODE P0783 - 3-4 Shift Sol - No RPM Drop at Lockup

Is there a fix for this problem without breaking the bank?

I would suggest checking the ATF (automatic transmission fluid) level and condition of fluid first. If this is okay then the tranny will probably need to be repaired or replaced. The shift solenoid is an internal component of the tranny and usually costs around $1,000 to have the job done.
