1995 Jeep Cherokee Starting Jeep

Here is a good one. I have an Interlock device on my car. I went to crank it this morning and did as I normally do and passed the test to crank the car. When I turned the key, the dash lit up but no other sound could be heard and the Jeep won't crank. Thinking the battery may be dead I hooked it up to jumper cables with the same result. The battery is brand new. Normally I would think I would have gotten some clicking or something but nothing. I dont know whether it is a problem with the car or something with the interlock device
