1990 Jeep Cherokee Stuck in 4 wheel drive

I have a 1990 cherokee with 4 wheel drive, the type that has 4 wheel part time and 4 wheel full time. WHen i shift through all the options the light always shows part time. When I place it in 2 wheel drive, the 4 wheel drive wont dissengage. I changed the fluid in the transfer case.
