2003 Jaguar XKR convertible and rear windows won't work

the above vehicle's convertible was working fine until jsut yesterday. i opened the roof and now i can't close it or the rear 1/4 windows.... the key in the door will also not close the roof either. i checked the fuse box in the trunk and noted the 40 amp raise-lower pump fuse was blown. i replaced it and it keeps blowing out whenever i try to close the convertible top with the key or switch on the console. is this a relay problem, a hydraulic problem, a pump problem or an electrical short somewhere else in the vehicle???? Thanks in advance for your response. BTW: Do i need to take this to a certified Jag dealer for the repair, cha-ching or can a reputable car mechanic help with this problem?

Emergency Manual Raising of Top Fig. 2: Manual Latching Of Top Using Key Provided

In the event of latch failure when the top is raised, a visual warning will illuminate on instrument panel. In such an emergency, the top must be manually positioned using a center pull down facility, then latched using a key stowed alongside the top operating pump. To manually operate the latch, the key is inserted in the recess in the windscreen header, turned clockwise to ensure the latch is fully released, then turned counter-clockwise to lock. The top can also be manually raised in the event of failure to power operate. In such a situation, the pump isolating valve must first be turned fully counter-clockwise to the manual operation position. Manual latching is then achieved as described above. When manually raising the top, the linkages from the frame to the wheel arches must be moved to the over-center position.
